Waste Watch

All local authorities have recycling facilities that will accept household waste from the local area.

In many Authorities Commercial type vehicles and large trailers (over 1.5m), regardless of the type of waste, will not be allowed to tip Household Waste at Recycling Centres, unless they have a valid permit/voucher.

The permit/voucher system is designed to prevent commercial waste being disposed of at these centres and to ensure that businesses meet the proper costs of disposing of their waste. It also prevents people from outside the district dumping their commercial waste without paying, which is a problem that has increased since authorities imposed bans at their centers.

Typically residents using a commercial vehicle to dispose of waste, are issued permits/vouchers free, but are normally restricted to a limited number of visits per annum.

The permit/voucher system does provide a method to control the illegal dumping of commercial waste, but is open to fraud, as residents within a borough could request permits on behalf of a commercial company.

Appian’s "WASTE WATCH" System supplies a cost-effective means of managing and enforcing the legal disposal of waste by:

  • Using Automatic License Plate Recognition (ALPR) to record the number of times a vehicle uses a recycling center/s
  • Providing a central database that will store all vehicle records
  • Providing an automated method of issuing permits/vouchers via the internet
  • Providing an automated method for commercial companies to pay for permits/vouchers via the internet
  • Freeing staff at waste sites from having to check the credentials of suspect vehicles - valid permit holders being alerted to staff via SMS message or equivalent
  • Providing a 'Managed System' reducing cost and management overhead
  • Giving the ability to share data between local authorities, preventing companies from fraudiantly obtaining permits/vouchers
  • Providing optional monitoring cameras for the detection of illegal 'fly tipping'
  • Providing enforcement software for the prosecution of fly tippers
